Legislative Committee Concludes Stakeholder Consultations on the Amendment of the Penal Code of Bhutan 2004.

The Legislative Committee of the National Council has concluded its stakeholder consultation meetings on the amendment of the Penal Code of Bhutan 2004. Held from 16 March to 1 April 2025, the meetings engaged judges, bench clerks, and police officials in Phuentsholing Dungkhag, Punakha, Wangdue Phodrang, Bumthang, and Tsirang Dzongkhags.

The consultations aimed to gather insights from legal and law enforcement officials to ensure a fair and effective criminal justice system that aligns with Bhutan’s evolving legal landscape. The Committee focused on identifying key challenges in the existing penal code and exploring necessary reforms to enhance judicial integrity.

Moving forward, the Committee plans to extend discussions to additional stakeholders in Thimphu. This inclusive approach underscores its commitment to a comprehensive review process, ultimately strengthening Bhutan’s legal framework.
