Legislative Committee Engages with RBP and Court Officials on Amendments to the Penal Code of Bhutan 2004

The Legislative Committee of the National Council has been conducting consultation meetings on the amendment of the Penal Code of Bhutan 2004. These discussions aim to gather insights from judges and police officials to strengthen the criminal justice system in line with Bhutan’s evolving legal landscape.

From March 16 to 22, 2025, the Committee met with judges, bench clerks, and police officers in Phuentsholing, Punakha, and Wangdue Phodrang. The discussions focused on addressing challenges in the current penal code and exploring reforms to enhance judicial integrity and law enforcement effectiveness.

The Committee plans to continue stakeholder consultations in Bumthang and Tsirang and engage with other relevant stakeholders in Thimphu. These efforts reflect the Committee’s commitment to an inclusive amendment process that ensures a just and equitable legal framework.

The findings from these consultations will be presented in the upcoming summer session.
