The Office of the Cabinet Affairs and Strategic Coordination (OCASC) presented the Situational Analysis and Landscaping of Social Protection Systems in Bhutan to the Social and Cultural Affairs Committee (SCAC) today.

The presentation, led by the Director, aimed to assess the existing social protection landscape, identify gaps and opportunities, and propose recommendations for a more inclusive and responsive system.

The presentation highlighted that 12.4% of Bhutan’s population (approximately 80,614 people) live below the national poverty line, with rural areas accounting for the majority. Additionally, the youth unemployment rate stands at 17.7%, indicating a growing concern in the labor market. Despite various policies related to social protection, the officials noted that there is no single policy that fully mandates a comprehensive social protection system. Furthermore, 92% of the population remains uncovered by a social insurance scheme, emphasizing the need for expanded coverage.

Key recommendations included the development of a Comprehensive Social Protection Framework, strengthening both contributory and non-contributory schemes, and enhancing labor market programs to address employment mismatches. The officials also presented case studies from Singapore and Nepal, offering insights into international best practices.

The presentation was followed by a discussion where Hon’ble Members shared their concerns and sought clarifications on various aspects of social protection framework, as well as legislation and policy positions. The Deputy Representative of the UNICEF and officer also attended the session.
