
Question Hour Session with the Hon’ble Prime Minister
On behalf of House, Hon’ble Sonam Tobgyel asked the
Hon’ble Prime Minister the plans to regularize the employment status of
contract employees and access to equal
entitlements.
In response, the Hon'ble Prime Minister acknowledged that although the regularization of contract employees was outlined in the manifesto, the authority to enact this lies with the Royal Civil Services Commission (RCSC). A new committee has been established and has submitted recommendations to Lhengye Zhungtshog. Ongoing discussions with RCSC aim to provide contract employees with essential services such as loans, post-service benefits, and provident funds, aligning with those provided to civil service personnel.
The government plans to maintain contract employees as para-regular for up to five years. Efforts are focused on regularizing Elementary Service Personnel (ESP) and General Service Personnel (GSP) employees, despite RCSC's preference to maintain their current contractual status.
